War Aid Bill Needs. New Name Might Be Termed Measure to Meet All Contingencies By DAVID LAWRENCE The lend or lease bill now before Congress needs a new name. It has been called the all aid to democracies bill. It might better be described as a bill to meet all contingencies facing the United States in 1941 and 1942 Principal among these contingen cies is the pos sibility that de spite Britains heroic fight she may be com pelled to sur render.

While this result is not expected here the fact that it David lawrtnre can happen is a military contin gency Suppose Britain were suddenly overrun as was France what would happen to the British fleet. The average American has assumed that the British ships would take refuge. In American ports and harbors. But could Congress be called into session promptly enough or if in session could time be taken in the midst of such a crisis to debate Americas course.

The logical action to be taken. In such an emergency is to receive all the British battleships auxiliary craft and airplanes into American harbors and bases and to make them a part of the United States Navy Logically.
