40 U S INDUSTRIAL REFORMATORY AIM Bill on Subject to Be Intro duced in House Other Pro poser Legislation Tstablishment of a United States Industrial reformatory will be urged upon Congress in a bill to be intro duced by Representative. I M Foster of Ohio on Monday. This bill was prepared by and has the approval of Superintendent of Prisons Votaw and the Department of Justice. It is sim ilar to the one which was favorably Peported last Congress by the House Judiciary committee President Coolldgc in his message to Congress strongly urged the en actment of this legislation.

It will be refercd to the judiciary commit tee for ekrly considei atlon Dlifer From Former Bill. The Foster bill differs from the one Introduced last year only in one re spect. The old bill named the place lor the location of the reformatory v nlle the present bill is silent in that regard. This change was made be cause the department has felt that if matter of the selection of a site be left to a suitable commit tee there would be less danger of a mstake being made Ample time could be taken for considering the advantages and disadvantages.
